This is a Merkur Progress with a fancy resin handle.

They were (and looks like they still are) made by Robert "Bob" of Elite Razors in Roswell, Georgia, USA. in and around 2017/18 and were generally made as a set with a matching brush handle. That said - I bought this off a forum and bought only the razor itself.
Looking at the the website and the Instagram feed, it appears that you can still order these as a custom order.

How does it shave?
The handle is obviously different, however the shave is like a Merkur Progress. The handle isn't slippery.
I'm pretty much repeating what was said on the current Merkur Progress page - The go from pretty mild to middle medium at 6. They then can be overclocked on the fly if more is needed.
