This is Rocnels razor for 2023.
As far as I am aware its not called a Sailor. It has a stainless steel head and twist knob, and the handle is titanium.
The first 10 were released in late June 2023 and the website opened for pre-orders, with the first batch leaving the last days in July/first days in August.
It's a three piece like the 2022 model and the price was a HUGE 40% less than the previous models. The mirror polish is no longer and the top cap is rounded.

How does it shave?
Firstly, I found the weight of it pretty much spot-on. Now onto the shave...
I used a pretty old Wizamet for my first shave and had to open it to about 5. It gave a BBS shave but there was a fair but of buffing in order to get there. Second shave with it and a newer Wizamet and it gets to the BBS with far less work.
Overall - It's not as slick as the highly polished versions, but the cost saving more than compensates for that.
